I don’t think it’s a joke. If you go on their Facebook page you’ll see they have many photo albums of events that happened throughout the week. The people who took the photos were probably part of their Photography Staff. If you want to be one of the people wandering around taking photos, then you can contact them about that.
If you aren’t part of the photography staff that they’re talking about, and you’re just taking photos for yourself then the waiver may be to let you have access to certain parts of the con that everyone else doesn’t have. More like a “Press Pass” There were a few people with this type of badge, they got to go into the signing rooms before everyone else and take photos, ask questions, basically what the press do.
I think it all just depends on what you want to do with the photos, take photos for the Leaky Staff to post later on, be more of a Press guest because you’re working for a paper/blog/website. You’ll have to explain to them what you want to do and they’ll tell you what you’ll have to do from there.

I actually sent an email about this to the staff and they said it’s part of the volunteering process. They sent my info to the volunteer guys and said they’d let me know when volunteer info was available.
